Council Rates Traffic

Traffic is so bad in ^C1 that the city council is considering a new Priority Level rating. "We used to classify problems by type," explained council member Claude Fitzhugh Pickens. "Now, we classify a problem by how serious it is. We have four categories: Bad, Really Bad, Terrible-Like-You-Can’t-Believe, and Post-Apocalyptic."
